1. Introduction

Tamkeen is seeking a qualified consultant to conduct an endline assessment for a specific project. The assessment aims to evaluate the project’s impact, effectiveness, and sustainability. This Terms of Reference document outlines the objectives, scope of work, deliverables, and timeline for the consultant.

2. Objectives

The main objectives of the endline assessment are as follows:

  • Evaluate the impact of the project on the target beneficiaries and stakeholders.
  • Assess the effectiveness and efficiency of project implementation strategies.
  • Identify lessons learned and best practices for future projects.
  • Determine the project’s sustainability and potential for long-term impact.

3. Scope of Work

The consultant will be responsible for the following tasks:

  • Review relevant project documentation, including the project proposal and baseline assessment report.
  • Develop a comprehensive assessment methodology, including data collection tools and evaluation criteria.
  • Conduct interviews, surveys, and focus group discussions with project beneficiaries, partners, and stakeholders.
  • Analyze and interpret the collected data using appropriate qualitative and quantitative methods.
  • Identify key findings, lessons learned, and recommendations for the project.
  • Prepare a comprehensive endline assessment report, including an executive summary, detailed analysis, and supporting evidence.

4. Deliverables

The consultant is expected to deliver the following:

  • Inception report outlining the assessment methodology and work plan.
  • Draft endline assessment report for review and feedback.
  • Final endline assessment report incorporating feedback and suggestions.

5. Timeframe

The estimated timeframe for the consultant’s engagement is as follows:

  • Inception report submission is expected to be completed by the end of the 1 week after signing the contract.
  • Data collection and analysis is expected to be completed by the end of the 2 weeks after inception of the review.
  • Draft endline assessment report submission is expected to be completed by the end of the 3 weeks after analysis.
  • Review and feedback period: submission is expected to be completed by the end of the 1 week after submitting the draft.
  • Final endline assessment report submission is expected to be completed by the end of the 1 week after submitting the feedback.

6. Required Qualifications and Experience

The consultant should possess the following qualifications and experience:

  • Advanced degree in a relevant field (e.g., social sciences, development studies, evaluation).
  • Proven experience conducting endline assessments or evaluations for development projects.
  • Strong knowledge of research methodologies, data analysis techniques, and evaluation frameworks.
  • Familiarity with the subject matter of the project (if applicable).
  • Excellent analytical, communication, and report writing skills.
  • Ability to work independently and meet tight deadlines.

7. Budget

The budget available for this consultancy will be discussed and agreed upon during the selection process. The consultant should propose a detailed breakdown of costs, including fees, travel expenses, and any other anticipated expenses.

8. Proposal Submission

Interested and qualified consultants are requested to submit a proposal, including the following information:

  • Letter of interest, outlining relevant experience and qualifications.
  • Technical proposal including the proposed assessment methodology and work plan.
  • Financial proposal including a breakdown of costs.
