1. Background

Tamkeen for Legal Aid and Human Rights is a Jordanian NGO working to promote and protect human rights, particularly for vulnerable groups such as migrant workers, women, and survivors of labor exploitation and human trafficking. In line with its commitment to accountability, learning, and results-based management, Tamkeen seeks to strengthen its Monitoring and Evaluation (M&E) capacity by conducting staff training and developing standardized M&E tools and systems to track performance, measure impact, and inform strategic decisions.

 

2. Purpose of the Assignment

The purpose of this assignment is to:

  • Enhance the M&E capacity of Tamkeen’s staff through targeted training.
  • Develop practical and user-friendly M&E tools tailored to Tamkeen’s programmatic areas.
  • Support the institutionalization of M&E practices within Tamkeen.

 

3. Objectives

  • Build the knowledge and skills of Tamkeen’s staff in M&E concepts, methodologies, and application.
  • Provide Tamkeen with a set of standardized M&E tools and templates.
  • Support the alignment of M&E practices with donor requirements and international best practices.

 

4. Scope of Work

The consultant will be responsible for the following:

  1. Needs Assessment and Inception Report
    • Conduct brief interviews or surveys with key staff to assess current M&E practices, knowledge gaps, and tool usage.
    • Submit an inception report outlining the methodology, training agenda, and proposed tools.
  2. Capacity Building and Training Delivery
    • Design and conduct a tailored training program (2–3 days) for Tamkeen staff on:
      • M&E frameworks (including logical frameworks and theory of change)
      • Indicator development and measurement
      • Data collection and analysis methods
      • Reporting and learning processes
      • Donor-aligned M&E reporting requirements
  3. M&E Tools Development
    • Develop a toolkit that includes but not limited to:
      • Indicator tracking sheets
      • Data collection forms (quantitative and qualitative)
      • Baseline and endline survey templates
      • Monitoring visit checklists
      • Reporting templates
      • Outcome harvesting or reflection templates (if relevant)
    • Ensure tools are adaptable across multiple projects and user-friendly.
  4. Coaching and Finalization
    • Provide one-on-one or small-group coaching to key staff on applying the tools in their current projects.
    • Finalize and deliver all training materials and M&E tools in Arabic and English.

 

 

5. Deliverables

  • Inception report and needs assessment summary
  • Training materials (presentations, handouts, exercises)
  • 2–3 day M&E training workshop delivered to Tamkeen staff
  • Comprehensive M&E Toolkit (in Arabic and English)
  • Post-training coaching session(s)
  • Final assignment report summarizing outcomes and recommendations

 

 

6. Duration

The assignment is expected to be completed over 6 weeks, including preparation, delivery of training, tool development, and follow-up support.

 

7. Required Qualifications

  • Proven experience in M&E training and tool development for NGOs.
  • Strong understanding of rights-based, gender-sensitive, and results-based M&E frameworks.
  • Knowledge of donor M&E requirements (e.g., EU, UN, SDC, GAC).
  • Demonstrated facilitation skills and participatory training methodologies.
  • Excellent communication and report writing skills in Arabic and English.

 

8. Reporting and Management

The consultant will report to Tamkeen’s Programs Manager and work closely with the M&E focal point and program team throughout the assignment.
