1. Background

Tamkeen for Legal Aid and Human Rights is a Jordanian non-governmental organization committed to promoting human rights, combating human trafficking, advocating for labor rights, and supporting vulnerable populations including women, children, and migrant workers. As part of its institutional strengthening and outreach efforts, Tamkeen seeks to develop a comprehensive Communication Strategy that enhances its visibility, strengthens public engagement, and supports advocacy and programmatic goals.

 

2. Purpose of the Assignment

The consultant will support Tamkeen in designing a strategic, inclusive, and actionable communication strategy that:

  • Articulates clear messaging aligned with Tamkeen’s mission and goals.
  • Enhances outreach to key stakeholders (beneficiaries, government, donors, civil society, media).
  • Strengthens the organization’s digital and media presence.
  • Supports policy advocacy and awareness campaigns.

 

3. Objectives

  • Assess Tamkeen’s current internal and external communication practices.
  • Identify communication gaps and opportunities.
  • Develop a tailored communication strategy with tools and tactics for diverse audiences.
  • Build internal capacity for effective communications and media engagement.

 

4. Scope of Work

The consultant will be responsible for the following tasks:

  1. Review & Assessment
    • Conduct a review of Tamkeen’s current communication materials, platforms, and outreach approaches.
    • Interview staff, stakeholders, and partners to assess communication needs and gaps.
  2. Stakeholder Analysis
    • Identify and map key audiences (e.g., policymakers, media, civil society, beneficiaries, donors).
  3. Strategy Development
    • Define communication objectives and key messages.
    • Recommend appropriate channels and tools (social media, website, media outreach, print).
    • Develop a communication action plan including short-term and long-term activities.
    • Develop a social media content plan template and messaging guidelines.
  4. Capacity Building
    • Provide training or mentoring sessions to Tamkeen’s team on strategic communications, digital advocacy, and media engagement.
  5. Validation and Finalization
    • Facilitate a validation workshop.
    • Finalize the communication strategy in both English and Arabic.

 

5. Deliverables

  • Inception report with methodology and timeline.
  • Communication needs assessment report.
  • Draft communication strategy and action plan.
  • Social media and messaging toolkit.
  • One capacity-building session for Tamkeen’s team.
  • Final validated communication strategy document in Arabic and English.

 

6. Duration

The consultancy is expected to be completed within 6–8 weeks from the signing of the contract.

 

7. Required Qualifications

  • Proven experience in developing communication strategies for NGOs or development agencies.
  • Solid understanding of advocacy, human rights, and the civil society landscape in Jordan and the region.
  • Expertise in digital media, content development, and stakeholder engagement.
  • Strong facilitation, writing, and interpersonal communication skills.
  • Fluency in Arabic and English (written and spoken).

 

8. Supervision and Reporting

The consultant will work closely with Tamkeen’s Communications Officer and report to the Executive Director or assigned focal point.
