1. Background
Tamkeen for Legal Aid and Human Rights is a Jordanian non-governmental organization that works to promote justice and protect human rights for all, particularly marginalized groups such as migrant workers, women, survivors of trafficking, and child laborers. Tamkeen employs legal aid, capacity building, policy reform, and awareness as tools to advance systemic change. In order to amplify its impact and effectively influence policy and legal reform, Tamkeen aims to develop a comprehensive Advocacy Strategy that will guide its efforts over the next 3–5 years.
2. Purpose of the Assignment
The consultant will support Tamkeen in developing a rights-based, evidence-informed advocacy strategy that:
- Aligns with Tamkeen’s mission, strategic objectives, and programmatic focus areas.
- Identifies key policy and legal change goals.
- Outlines advocacy approaches, tactics, and partnerships.
- Enhances the organization’s influence and engagement with decision-makers, civil society, and the public.
3. Objectives
- Conduct a situational analysis of Tamkeen’s current and past advocacy work.
- Identify key policy gaps and priority issues for advocacy.
- Develop a practical advocacy strategy framework and implementation roadmap.
- Build internal capacity for effective and sustained advocacy.
4. Scope of Work
The consultant will carry out the following tasks:
- Review and Assessment
- Conduct a review of Tamkeen’s previous advocacy efforts, policy papers, campaigns, and stakeholder engagement processes.
- Analyze the current political, legal, and institutional context relevant to Tamkeen’s areas of work.
- Stakeholder Mapping and Consultations
- Identify key stakeholders (e.g., government institutions, civil society actors, trade unions, media, international partners).
- Facilitate participatory consultations with Tamkeen staff and external actors to inform advocacy priorities.
- Strategy Development
- Define strategic advocacy goals, target audiences, and policy change objectives.
- Propose tools, messages, and approaches (e.g., policy briefs, campaigns, roundtables, media engagement).
- Design a monitoring framework to track advocacy outcomes and adapt tactics.
- Capacity Building
- Conduct one training session for Tamkeen staff on effective advocacy, policy influence, and coalition-building.
- Validation and Finalization
- Present the draft strategy in a validation workshop.
- Finalize and submit the advocacy strategy document (Arabic and English).
5. Deliverables
- Inception report with methodology and timeline.
- Advocacy assessment and stakeholder mapping report.
- Draft advocacy strategy and implementation plan.
- One capacity-building session for Tamkeen’s staff.
- Final advocacy strategy document in both Arabic and English.
6. Duration
The assignment will span 6–8 weeks from the date of contract signing, depending on the availability of stakeholders and required consultations.
7. Required Qualifications
- Proven experience in designing advocacy strategies for NGOs or development actors.
- Strong understanding of the human rights landscape in Jordan and the MENA region.
- Demonstrated ability to facilitate participatory strategy development.
- Solid knowledge of public policy, legal reform processes, and rights-based approaches.
- Excellent writing and communication skills in both Arabic and English.
8. Supervision and Reporting
The consultant will report to Tamkeen’s Executive Director or a designated focal point and coordinate closely with the Advocacy and Programs Teams.
